Dedicated Spectrum for Plot-Based (Private) Networks:
The Netherlands reserves the 3400-3450 MHz and 3750-3800 MHz sub-bands for plot-based networks (non-public networks, NPN) to be used by companies or organizations through an application process. The applicant must either be the property owner or authorized by the property owner of the plot for which the license is requested. Networks can be both indoors and outdoors. It is prohibited to use the network to offer services to third parties (status as of February 2025).
In the application, the requested sub-band and the required frequency space must be specified. If more than 50 MHz is needed, both sub-bands must be used, and an explanation must be provided for the need to use both sub-bands.
All permits are valid until December 31, 2040, by default. If an earlier expiration date is desired, it can be indicated in the application.
Plot-based networks must be synchronized with other networks in the 3400–3800 MHz band, including those used for national public communication and other plot-based networks. Existing local networks, licensed before 2018 and valid until September 1, 2026, must also be protected until September 1, 2026. These local networks operate in the 3400–3450 MHz and 3750–3800 MHz sub-bands. An overview of the current license holders, as well as new license holders for plot-based networks, is available.
The Federal Network Agency (RDI) leaves interference coordination to the agreements among licensees. Cooperation is based on equality, with all parties required to consider one another and reach agreements on the use of frequency space.
Fees:
The fee consists of two parts: a one-off fee upon the granting of the permit and an annual fee for supervision.
MNO spectrum: 3450-3750MHz
The 3450-3750 MHz range has been licensed to Mobile Network Operators (MNOs) for public 5G networks. MNOs are permitted to build NPNs using their own spectrum or portions thereof, in combination with plot-based licenses held by their customers.
